I am trying to create a pocket operation for the circular groove in this part and i have created curve from all surfaces, but everytime i try to make the pocket operation (where the black arrows are) for a 1/4" or 1 1/16" end mill it creates a toolpath operator for the central hole. Can someone help me to fix this problem???

Why a pocketing operation ??

Try using a 2D contour, with the ramp option (by pitch), turn the linearize helix=--OFF, & Do final pass at depth=ON.....
- the lead ins/outs will apply once at the top and once at the bottom
- set lead out to be a very small amount ( it might be better to rough without using comp, & no lead out )

I did notice on your cuts around the outside, that your lead in/outs are huge, the lead out only has to just leave the part as to not mark it
- try these lead in/out settings, uncheck the Start at midpoint, tangent, line length=0.120", arc=0.120", sweep=90°, then copy to lead out side, then alter the line length to 0.010" ( good if using "Wear comp, if using "In control" they have to be larger than 50% of the cutter diameter)
- turn ON the "Keep tool down", in the depths section

Making the start at a corner stops the dwell mark appearing where the edge is actually double cut - at lead in & at lead out--- this is only suitable on external corners..... even if there is a radius on that corner.
