Is there a "minimum velocity" for steppers?

Running Keling steppers on a G540 drive and emc2 software.

When I run the feeds down low, the motors do not run at all sometimes. EMC2 say the motors are running but they don't. Is there a minimum feed rate or velocity for stepper motors?
