    What is this and who made it?

    The cam level slightly tilts the upper spring loaded portion when actuated. The attachment with the engraved scale adjusts a 'probing' device.

    The nameplate says 'TC Japan'.

    if shaft has morse taper, then it migth a grinder attachment for tools..
    the lever possible pull back from grinding wheel the endmill

    but im not sure about.. the microadjustment can make fine tune on angle..

    again, not sure about.. i just was thinking as it has left and rigth side..
    also not known if this box has some additional box with more jigs..
    all 3 shaft has a ""sink"" close both end.. so there migth going a ring with setscrew..

    there are on both side two small shaft like with sinks, that they are pointing downward....
    looks as a ball in the castings makes them fixed positions..

    Yes you are on the right track, it is an end mil sharper for use with surface grinders. I was able to even find a manual for an identical unit. (http://www.yuasa-intl.com/images/pro...-002manual.pdf)
    No morse tapers, but has inserts for various mill sizes, which are held in place with set screws.
