I found this youtube video and find this very interesting. First, they used a v-bit, secondly they used round nose bit (see the attachment).Attachment 285060

How did they make such toothpaths to cut a 3d type decor with normal 2d toolpath ? Is there any special techniques?

The first machining operation appears to be a simple constant depth type operation. The second operation is using either a variable depth approach typically called V-Carving or a variable depth engraving operation. The third operation is a simple profile operation to cut the outside/inside edges of the piece. Nice looking and pretty straight forward CNC machining techniques.
