Have a problem getting a correct Entities Summary of a Cross Section

As shown in Picture Half arc is the height Z 0.488 But Entities Summary show that the Z height is 1.9875.
I know how to translate using other ways but shouldn't the bounds be correct?.
I use the bounds to Translate an entity to Z 0.0.

Talked to Bobcad Tech and was told that The bounds doesn't work on all objects, from what I have always under stood is that the is bounds is the max coordinates in a given axis.

Is this true or what? like I told Tech OK what ever. I'll post on the zone and see if I can get some thoughts about it.

I had just found that on Burr's Youtube Videos He does a great job of explaining things.
