I have this stl file to make this easy say the image is 2.00 x 2.00 and I what to make it 50% smaller 1.00 x1.00 and remember this is a STL file of a image what can I use and how can I resize or reduce the image size?

Convert 3D STL to DXF scale it and Convert DXF back again to STL to cut it in 3D? and what program can i use for this?
What software did you use to create the STL?

Most CAM software can scale the .stl before creating toolpaths. No changing of formats is necessary.

When you say this is an STL "of an image" - does that mean you've created a heightmap mesh from a bitmap? Or are you trying to save a 2D image as a STL (which isn't going to work)?
i gotten the STL file from (thingiverse) i have GIBBSCAM v12 , freecad, and fusion 360. i use gibbscam for creating toolpaths any help would be great thanks!
