Banding when etching a raster image

I have a 60w Shenhui laser (supposedly 60w). Vector cuts seem to work OK and don't exhibit the issue. Several different files, on different substrate, in different locations on the bed all exhibit this issue. I have aligned and cleaned the mirrors, leveled the bed, and tried different images. What else is there to check?
