I've never heard of a software package specifically designed to create patterns like that, but they wouldn't be too hard to create in a general-purpose 3D modeling program like Rhino3D. You'd create the lines first, and then loft surfaces between them. Then you'd use a CAM program like RhinoCAM to generate the toolpaths that would plan out how a tool, stepping over a certain amount each time, would move along those surfaces, and produce the G-code specific to your CNC machine which would move the axes as a ball-end tool in the spindle carved it out.
Thanks Awerby, some of the patterns are just straight lines undulating in the Z axis with a large ballnose. Others have to be surfaced with a smaller BN to get a more complex pattern. I'm in the middle of trying to get what I want in Solidworks. There are some programs like Vectric and ArtCam that can do the more simple textures but I wasn't sure just how much they are capable of.

I'm not aware of any software that can automatically create textures like the ones you showed.
