Depending on your machine, you actually can use water soluble lube. Your have to have a sealed or pressurized guide bushing (sealed is self explanatory, pressurized means there is an air line that goes into the back of the bushing that creates positive pressure in the bushing housing).
Also, the water soluble coolant requires twice the periodical maintenance.
I don't know about the prices or oil you reference, but water soluble is a possibility.

Blaser Vascomill 22. Easily some of the best stuff out there for cutting oil and it doesn't stain the machines. It's veggie oil so no petroleum waste to worry about, and it doesn't lose viscosity as easily as the petrol based lubes. So I can push on tools harder. I've got 10 Stars and they all run it.
Hangstefer (sp?) Missle lube works well, higher flash point as well. More important than you might think especially if your doing titanium.
