I cut cone/funnel shapes with a vertical mill often. You can use a boring bar, but I prefer a ball nose end mill

Yes the cutter was size on size and didn't like it so I need a program to use a smaller cutter I.e a ball nose cutter

With a ball nose it is as simple as cutting a circle, move a bit in Z, then cut another circle, a bit bigger or smaller than the last. Keep stepping down (maybe .010" or so, depends on ballmill size and your required finish obviously) until you get the whole cone.
