Fixture / Attachment for Grinding Wheel. What is it?

Has anyone ever seen one of these fixtures before? Does anyone know where I can buy one? It looks like you can insert an expanding collet with the work piece attached? I think you can rotate the work piece as well. I am new to metal working, and I am not sure if these are common.

    Thanks in advance everyone.

To me, it looks like part of an end mill sharpening machine.

It might be a bit too sophisticated for sharpening drills or tungsten electrodes.
