I have tried most of the drivers settings and get the same vibrations ones per revolution on all settings. I really don't know what else to do at this point. Does anyone have an idea what might be causing these symptoms?

Turns out the problem was in the Mach3 program. The setting for the parallel port speed was set to 100kzh and could go all the way down to 25khz. I found the sweet spot right around 45khz I think. I have no idea why that is making the difference but its working a hell of alot better now. Still a little loud in the real low rpm range but I think thats just inherent to the stepper motor.
