When we use the finishing cycle G70 the machine makes two finishing cycles instead of one.

No obvious error in the programming. Are you sure the machine is taking two finish passes and not one clean up pass on the roughing cycle and then the finish pass? Try stopping the machine after the roughing cycle completes and before the finish cycle starts and measure your part. It should still be oversize on diameter and length.
That is the case.
There is one step-removal pass of G71, followed by one finishing pass of G70.
Been awhile since using this but I think I remember this taking a semi-finish pass to take it to a consistent finish stock in the rough cycle, which would look like a finish pass. Not sure but I could pull out some old programs and looks to see if yours matches like I think it does.
You might try increasing D value slightly in G71 cycle to decrease the number of rough passes. As written it might be taking final rough pass at nearly finish value.
