Thanking in advance for your favour advices for my project here :

Material : mild-steel metal sheet , thickness in between 1.6 to 2 mm.

Which the proper and best result :
- Forming first and then weld the edge ?
or
- Welding the edge and then forming the colar.

Pls advise the proper welding process type.

It will very helpfull if you have some links for metal colar forming / shaping and welding.
