There are a few different versions of the STEP format. But with that said, Even if you are writing AP203 Level 2 or up, I don't think the importer is reading that level in.... Just level 1.
Open your step file in notepad and read the header FILE_DESCRIPTION just after the ISO statement.. What is the numerical digit of that description?
Yes. You will have to use utilities-stitching-unstitch solid to surfaces, then restitch the individual object groups separately as desired............
Hopefully you have the option to export in IGES format.
Bob plays much nicer about keeping layers and solids in this format.

Plan B worked.
Read stp into Cadkey99, and exported a SAT file. Read into BoBcad as seperate solids.
