CB's in Fin Side Of Heat Sinks

I am trying to make 1/2" spot faces on the fin side of some heat sinks. The fin is 1" high. How do you get through the fin and to the base without wrapping the fins? I have 24 units with 20 spot face per unit so some slow peck process won't be fast enough.

What is the thickness and gap on the fins? Sound like you should have bid the job higher.
