What is your contour type set to under cut parameters? Set it to 2D and make sure Depth Cuts is off, that should make a single pass at depth.

If you don't want it to drop past a certain point then use the depth options and set a bottom of job depth, this will make it so the tool path will not go below that distance.

I would do it as seprate 2D tool paths like The Engine Guy said. Exporting the edges and using 2D on flat bottom pockets and profiles is way easier to get working then doing 3D tool paths.
