Im not sure, but I think you're referring to a process known as vacuum bagging.
If you have a vacuum pump for degassing, you're 1/2 way there... That the big cost in vacuum bagging.

You can waterjet carbon fiber w/ great results... The panels I've had done are appx. 1.5mm thick... As long as the punch through is off of the cut and lead in, you're good...
