Sorry I dont quite follow you. How would I check the optoisolator? I looked on the board and its hard to see but it looks like 16c and 16e dont go to the 16 pin package.

I follow what you are saying, so i remove the jp5 and jp6 jumpers and wire
jp5 to p16c output 9
and jp6 to p16e output 10 (jp6 is ground yes?) and then configure the spindle to pin 16....
