Probably too much RPM for the material, or not enough IPM. Basically you are not taking a good cut for each flute on the tool.
I use single flute cutters on my CNC Router, they work much quieter...

Yes they can be used. You will probably have to custom program a "form" tool in the cam program you are going to use.
Also tested in RDworks and Lightburn same issue happens in both programs.
