Tubes can liberate gas through the glass walls given enough time (and through the joints) the electrodes also corrode due to impurities in the gas mix leading to low power being applied...
14Ma is way too low to sustain an arc, 22 to 26 is closer to what you need. it may be down to age as Cine said but it could also be too low a current from the power supply.

If it's only card then take a look at a Weike Galvo CO2 model, cutting paper can be an issue with speed, you need to run fast and sometimes a Gantry machine cannot keep up without causing...
Check your encoder strips to make sure they aren't dirty or broken.

Looking at the laser head and mirror mounts I'd say that's a Shenhui that AT are selling. Weike tend to go for black anodise and flat mirror holders, shens go for red or gold anodise with tubed...

The biggest problem is the response time of a DC tube compared to an RF tube, DC tubes are quite simply slower and produce a far...
Heat control and focus would make it close to impossible with a hobby laser. A CO2 laser will do it (pump enough watts and CO2 lasers will heat or cut just about anything) but not in the quality...
