Strange, according to the manual for that drive on page 308, it should have auto tuning..There is also some formulas to set the gains manually.
I think you need to narrow down whats causing it. Put the VFD in manual mode and see if you get the 12K or 24K manually. If it's still not right in manual, then you know its in the VFD.
