Resolved. I simply added a keep relay to bypass F1.7 in this rung
Now I have access to everything :)

Alright I'm one step closer to clarity. I found this rung detailing that F1.7 (Machine ready) needs to be off in order to allow PMC stop. I'd think there would be a Parameter regarding this strobe....
