I used to program macros on our old lathe and haven't done it in a while.

I just had a pleasant talk with Fanuc just now. The answer is:
To make the machine units the same as the input units, you must change parameter 3104 bit 0 (far right) to 1.

This is a WOKE VMC with 24 tool changer and a Fanuc OI-MF control.
All tool changer works fine except on tool 9.
All other tools 0-8 & 10-24 load fine.
