I built this project but I have a problem with it ... The encoder on the board does not work and it does not show me the bar that is currently selected position. Is the code complete?

we got a G-tech 31i with G124 18.u and embed ether 656E
on the other maschines we have, we do a M198 to get a program online from a cimco DNC-max server
i can change drive at see the ftp...
