V23 Lathe Speeds and Feeds

Has anyone and thoughts or ideas how one can control feeds and speeds based on material for V23 lathe. I am considering saving features which would have the tool info in it and name those saved features accordingly, but I really do not want to create thousands of tools or the same number of features for carbide drills, hss drills, cobalt drills, and spade drills for each material. I am pondering something in the post or a VB application that would take drill diameter and material and do some math based on a pre-crated database. Thanks in advance.
