Thanks. All the supplies look good and clean. It is the voltage monitor circuitry that is failing. The output (pin 9) is at 8v where should be at zero volts to drive the control circuit. Pins 3 & 23 are at 0v where they are at +14V on a good board. Thus the System Enable line is signaling a failure to the rest of the system. I suspect this IC is bad. I found one on ebay. I guess I will try it.

I faced with bad voltage monitor in this IC two times. added an ordinary voltage supervisor and all is ok

Not a bad ideal! Do you monitor just the 24V supply or the +-15V supplies also?
